Complete the quest Bomb Them Again from Sky Sergeant Vanderlip whilst mounted on a flying mount 'reindeer' at least for the hand-in.
This is a daily quest, if you forget to have the festive mount buff, you'll need to come back another day. The check is done when the quest is turned in. Basically there are four points that must be completed for the achievement when speaking with Sky Sergeant Vanderlip : Has the quest Bomb Them Again! Is the player character on a flying mount when turning it in? Has the flying mount been converted to a flying reindeer mount? Is it during the Feast of Winter Veil? If all are "yes," grats on achievement. The catch is, with respect to your ground mounts, the achievement calls for a "flying reindeer mount.

I had a guildy spend twenty minutes getting frustrated about not being able to find the quests he needed to get 'Bomb Them Again'. Low-Level Quest Tracking is your friend. I have to collect the shards, first mob i kill drops 3 shards, but only 1 registers in my bag. I kill till i get what the quest tells me is 5 shards, but my bag shows only 3 but that I can also turn in the quest. I go to turn in the quest and it says I dont have enough shards. Comment by JuliaHB Okay, for those of you new to this achievement, and want to get it as quickly as possible, here are the steps.
Pick up the quest, The Crystals. There are two Crystalfused Miners and one Mo'arg Extractor that walk together. Each one will yield Apexis Shards, so killing all 3 can get you anywhere between shards right off the bat.
Why get more than the 5 required? Because you will actually need a total of 25 shards to get to the Bomb Them Again! But you will eventually get the 25 required.
When you get to the forge to get the Unstable Flask of the Beast , make sure you only get ONE flask, otherwise you waste the other 10 Apexis Shards you'll need for the next flask. Return again to Torkus and turn that quest in.
Watch as his son Torkus Jr. You don't actually need to follow Torkus Jr. Once that is done, pick up Bomb Them Again! Do the Bomb Them Again! You have Fa-la-la-la-Ogri'la! Edit: When I first did this many years ago, the person who lead me through had me running through this just as I wrote it down for you all maybe that was necessary back then, I don't remember.
While it may not be necessary to do the A Father's Duty part of it now, I had found it charming and a little funny. It did not tag on all that much extra time especially if you are farming the shards from the Crystalfused Miners and Mo'arg Extractors.
Besides, you can earn not only Skyguard rep here if you are trying to get the Nether Ray mounts, you can earn Ogri'la rep as well , if you are going for exalted reps with everyone both factions offer dailies Comment by R1NN1 I can tell this was the most annoying part doing this achievement.

Comment by For those of you who have previously completed the quest line, you can go directly to Sky Sergeant Vanderlip You do not have to farm any apexis shards. I completed the quests previously while working on Loremaster and was not being offered any of the quests mentioned in others comments.
I couldn't find any other mention of this problem so on an off chance I flew to the Sky Sergeant Vanderlip and it was being offered as a daily.
It took just a few minutes to get the achievement. Comment by Monthy With nothing done before this, only mounted my reindeer and flew to the " Skyguard Outpost ". Went for my first bombrun without any problems.
Turned it in and got the "do it again-quest". When I turned that in I got my " Fa-la-la-la-la-la-Ogri'la-ach. Had 45 before my last turn in, and 35 after. Grind five Apexis Shards and hand them in. Then accept An Apexis Relic , which requires at least one extra shard.
Go to the nearest Apexis Relic and play the game with at least six correct steps. Hand in the quest. Ignore the quest Chu'a'lor offers you, and go directly to Torkus , who is nearby.
You need another 10 shards for this. The quickest way is to take The Relic's Emanation and invest 1 or more shards in playing the game with eight correct steps. This will give you 15 Apexis Shards as a reward. Alternatively, you can grind for the shards. Once you have the ten shards, go to either forge and exchange them for an Unstable Flask of the Beast. Go back to Torkus and hand it in. Take this quest and fly to the Skyguard Outpost.
And that's all there is to it. Just remember to transform your flying mount into a Reindeer before you do [70 Daily] Bomb Them Again!
While running this chain at a high character level it is often useful to switch on the tracking of Low Level Quests, so you can quickly find the quest givers on your minimap and see the exclamation marks over their heads.
