His voice acting is pretty flat, though it makes sense since he's mentally traumatized after what happened to his wife. Also, he is just flat-out hostile to the Legion thus anyone who tries to be at least neutral with them will have to keep that in mind unless you want Boone to go on a sniping spree.
I hate him, because he's one of the reason why The Legion is the least favored faction. If you followed the main quest properly, he may be the first companion you can recruit. The attacking forces will come in three waves and largely consist of recruits and mongrels. Friendly fire might be a problem with NCR soldiers and refugees all over the camp, so make sure not to use explosive weapons and try to take out most Legionaries before they get close to the camp.
